As part of the Small Cities Sanitation Program (Phase 1), funded by the African Development Bank (ADB) and the European Bank for Reconstruction and Development (EBRD), a delegation from the AfDB's Water and Sanitation Department conducted a site visit to the Khalidia wastewater treatment plant on Friday, February 7, 2025, at 10:00 AM.

The purpose of this visit was to assess the progress of the plant's construction and to examine the technical methodologies employed in its development.

On Saturday, May 10, 2025, a delegation of donor representatives visited the wastewater treatment plant project in M'saken (Sousse Governorate) to review progress on its renovation and expansion.

By the end of this year, the plant’s capacity will more than double—from 8,000 to 17,350 cubic meters per day! Co-financed by the German Development Bank (KfW) and the Republic of Tunisia, this project is part of the national Energy Efficiency Program.

It aims to modernize the plant and integrate energy-saving solutions to improve the quality of treated water and ensure sustainable water resource management.

Progress in sanitation for small towns! On Thursday, May 8, 2025, a field visit was organized as part of the Small Towns Sanitation Program (targeting towns with fewer than 10,000 residents), with the participation of key donors: the African Development Bank (AfDB), the European Bank for Reconstruction and Development (EBRD), and the Republic of Tunisia. 

Project components include: Installation of 56 km of sewer pipes Construction of 2 pumping stations Connection of approximately 2,350 households (Total cost: 17 million TND) Additionally, a wastewater treatment plant using extended aeration will be built, with a capacity of 2,000 m³/day, including a tertiary treatment unit and a system for reusing treated water. 

(Cost: 27 million TND) The project is expected to be completed by June 2026 and aims to significantly improve health and environmental conditions in both localities. Together, we are investing in cleaner, healthier communities.

On 31 January 2024 and at the Ministry of Economy and Planning a loan and guarantee had been signed between the Republic of Tunisia and the African development (ADB) in Tunisia concerning the project of improving the quality of treated wastewater to support resilience climatic change .

The Agreement signature has been attended by Mrs Leila chikhaoui mahdaoui Minister of Environment , Mrs feriel wirghi Minister of Economy and Planning, Mme maline Bloomberg ADB director of the regional office in Tunisia and Mr Abd Majid bettaib ONAS Chief Executive officer .

The loan comprises 81.9 m euro is around 276 MTD ,the completion of the project is during the period 2024-2028.

This project is part of the government's strategies aimed at achieving the sustainable development goals for the year 2030 and fulfilling international pledges through the specific national contribution (NDC) which emerged from the Paris Climate Agreement and as an embodiment of the major directions of the Development Plan 2023-2025.

This project will contribute to enhance the efficiency of WWT Plants and energy control through the renewal of electromechanical equipments as well as the use of solar photovoltaic energy in 19 WWT Plants distributed in 11 states (nabeul,zaghouan, jendouba,beja,Kasserine,,sidibouzid,sfax,gafsa,tozeur,kebeli and mednine) and improving the living conditions of more than 670.000 inhabitants through the reuse of treated wastewater due to the tertiary treatment of wastewater.

It will also contribute to the production of treated wastewater conforming to the Tunisian standards (NT 106-03) and its reuse in the agricultural field, where will benefit more than 3.000 hectares of agricultural land near the concerned WWT Plants. Moreover, it is expected to create 250 direct jobs and 1000 jobs indirectly as well as the reinforcement of ONAS technical and administrative .

on the sidelines of the 5th Mediterranean water forum, The National Sanitation Utility (ONAS) has organised on February 6th, 2024 a dinner debate on “the development of the sanitation sector and the Reuse of treated wastewater: challenges, perspectives and funding”.

This event was honored by the presence of Mrs. Leila Chikhaoui Mahdaoui, Minister of Environment and also in attendance were Mr Ridha Gabouj secretary of state for water at the Ministry of Agriculture Water Resources and Fisheries , Mr samir abdelhafid secretary of state at the Ministry of Economy and Planning in charge of small and medium enterprises and Mr Abdelmajid bettaib the Chief Executive Excutive Officer of the National Sanitation Utility (ONAS) , President of IME and the UPM deputy secretary general with the participation of technical and financial partners as well as water experts.

Three major themes were discussed:

1) The reuse of treated wastewater (TWW)

- What are the main obstacles to the development of reuse?

- What role should ONAS play in the light of climate change?

- What measures can be taken to create a framework conducive to the significant development of reuse?

2) Public-private partnerships (PPP)

- What contribution can PPP make to the sector?

- What forms of partnership should be favoured in the context of the sector?

- What kind of partnership with the private sector is appropriate for small municipalities?

- What measures can be taken to improve the feasibility, attractiveness and viability of projects?

- What are the financial implications of partnerships with the private sector in the sanitation sector?

Within the frame work of the final evaluation mission carried out by African Development Bank (BAD) delegation ; October 9 to 16, 2023 concerning the treated wastewater quality improvement project II, which includes 19 sanitation stations (Menzel Temim and AFH in Nabeul, Sliman, Zaghouan, ezriba, Fernana, Ghar dima, Bou Salem, Tboursok, Testour, Nefza and Sbeitla Kasserine, Jelma, Agreb, Metlaoui, Tozeur, Kébili and Lella Meryem; a working session was held Friday morning October 20, 2023, to sign the minutes of project which will be financed by the bank through a loan of 81.92 million euros to achieve works rehabilitation and extension of 19 wastewater treatment plants.

This project comprises 13 wastewater treatment plants will be equipped with tertiary treatment systems and photovoltaic solar energy, the acquisition of equipment for maintenance, operation and capacity building.

It aims to:

  • - Contribute to the national effort to mobilize non-conventional water resources to climate changer adaptation
  • - Ensure the production of treated waste water conforming to Tunisian specifications for its reuse in the agricultural fields (NT106-03);
  • - Ensure the stability of better quality of the waste water treated.
  • - Improve the energy efficiency and guarantee the performance of treatment.

ABD and EBRD monitoring mission

A meeting session has been held on Friday 13 may 2022 under the supervision of the Chief Executive Officer of the National Sanitation Utility ONAS with the presence of delegation from African Bank for Development ABD and the European bank for reconstruction and development EBRD ,the closing meeting for the monitoring mission with representatives from the mentioned banks from 09 to 13 may 2022¸ for the sanitation program of small towns less than 10.000 inhabitants (phase n1) and the issue raised along this session was the progress of different parts of the projects.

The issue raised on the progress of the project which includes rehabilitation and extension of 5 WWT plants in Beja Mjez elbeb Jendouba Tabarka and Siliana, lying and rehabilitation of about 700 km of connection sewers in 35 municipalities in that states involved in the project, building and rehabilitation of 43 pumping stations and acquisition of operation and maintenance equipments of wastewater network.

The National Sanitation Utility ONAS has organised on Wednesday 17 march 2022 along the energy efficiency program financed by the German bank for development KFW ¸an information day on the project of rehabilitation and extension of WWT plant in korba with the presence of representatives from environmental associations in korba and regional representatives from agricultural development delegation and environmental protection agency and coastline protection agency as well as the presence of study ‘ offices ‘ group responsible for this program where it was presented the study progress especially the raise of the waste water treatment plant’ capacity ¸ the development of water quality the use of equipment for energy efficiency.

Moreover it was presented the results of the study which concerns hydraulic characteristic of sabkha area which is prepared according to the valorisation program of treated water in humid areas as well as its reuse in agricultural field and ground water recharge .

As part of the Small Town Sanitation Program, the municipality of El Khalidia hosted, on May 13, 2026, a significant technical visit during which the completion of an integrated sanitation system and the launch of the operational phase of the wastewater treatment plant were announced. The plant has a treatment capacity of 2,427 m³/day and is equipped with a tertiary treatment unit for the reuse of treated wastewater.

As part of the Small Town Sanitation Program, the municipality of El Khalidia hosted, on May 13, 2026, a significant technical visit during which the completion of an integrated sanitation system and the launch of the operational phase of the wastewater treatment plant were announced. The plant has a treatment capacity of 2,427 m³/day and is equipped with a tertiary treatment unit for the reuse of treated wastewater.
The project also includes:

  • 33 kilometers of sewerage networks,
  • 5 pumping stations,
  • as well as the connection of around 1,800 homes to the network.
The total cost of the project amounts to 45 million Tunisian dinars, financed by the Republic of Tunisia, the African Development Bank, and the European Bank for Reconstruction and Development. The visit was attended by Ms. Malinne Blomberg, Vice President for North Africa at the African Development Bank, representatives of the European Bank for Reconstruction and Development, and Mr. Abdelmajid Battayeb, Chief Executive Officer of the National Sanitation Office.
This project is not limited to improving health and environmental conditions; it also opens broad prospects for economic development through agricultural irrigation, the establishment of industrial zones, and the promotion of eco-tourism.

 

10-06-2023 | A financing agreement between the republic of Tunisia and the bank

The minister of economy and planning, M.Samir Saied, and the resident representative of the world bank in Tunisia, M. Alexandre Arrobbio, signed on Friday june, 2 2023 at the headquarters of the ministry, a financing agreement between the republic of Tunisia and the bank for amount of 113.6 million euros , or about 377.6 million dinars.

This agreement was signed for the benefit of the National Office for Sanitation (ONAS) for the financing of a support project for the operation of a number of treatment facilities in northern Tunisia, namely the governorates of Tunis and Ariana, and in the South in the governorates of Sfax, Gabes, Medenine and Tataouine.

The total cost of this project is about 1.746 million dinars, and it will be implemented over 10 years.

The international bank for reconstruction and development (IBRD) contributes to the realization of this project by financing the work necessary for the rehabilitation and renewal of equipment in the treatment and pumping stations, as well as the support of ONAS in the implementation of the project and capacity building.

ONAS signed on Tuesday, October 31, 2023, at the headquarters of the Ministry of Foreign Affairs, Immigration and Tunisians Abroad, a financing agreement at the amount of 26 million euros with the German Development Bank (KFW) within the framework of debt recycling, 11 million euros were allocated to the National Sanitation Utility to finance the second phase of the sanitation program for 10 and medium-sized cities and 15 million euros for the benefit of the National Water Exploitation and Distribution utility to finance the second phase of the national improvement water quality in the south of Tunisia.

The issue raised on the progress of the project which includes rehabilitation and extension of 5 WWT plants in Beja Medjez elbeb, Jendouba, Tabarka and Siliana, lying and rehabilitation of about 700 km of connection sewers in 35 municipalities in that states involved in the project, building and rehabilitation of 43 pumping stations and acquisition of operation and maintenance equipments of wastewater network.

The National Sanitation Office (ONAS) organized a series of technical workshops on June 23, 24, and 25, 2025, as part of the ongoing monitoring of the Depolmed program.

 The events gathered representatives from the public sector, civil society organizations, environmental experts, and communication specialists. These workshops aimed to: assess the progress of the program; evaluate its positive environmental impacts; discuss technical and operational aspects of implementation; with the goal of ensuring its successful completion under optimal conditions. 

The program is co-financed by: the French Development Agency (AFD): €60 million; the European Investment Bank (EIB): €69.6 million; the European Union (EU): €10.4 million in the form of a grant; bringing the total funding to approximately €140 million. 

This funding is invested in structural projects that include: upgrading and expanding coastal wastewater treatment plants; rehabilitating networks and pumping stations; improving operational and maintenance capacities within ONAS structures; implementing a national and regional communication plan to promote environmental citizenship. 

The first phase of the program began in 2018 and will run through 2028. Interventions have reached 13 governorates—mostly coastal—with a completion rate of approximately 60%.

Within the framework of cooperation with the French Development Agency (AFD), a mission of the environmental and social monitoring support division (AFD Headquarters - France) was carried out in Tunisia from 15 to 17 February 2023. This mission was supported by the AFD office in Tunis.


This mission comes in support of ONAS for the environmental and social components for the projects financed by AFD in particular:
- The PAR 4 (Rural Sanitation Program - Tranche 4 financed by AFD) which consists in the sanitation of 36 rural localities, spread over 13 governorates, for the benefit of a total population of about 131 000 inhabitants.
- DEPOLMED (Program contributing to the Depollution of the Mediterranean co-financed by AFD, EIB and EU) which consists in the upgrading of 4 STEP: Sud méliane, Sousse Hamdoun 2, Kélibia and Jedaida as well as the extension and rehabilitation of sewerage networks in 13 governorates.


During this mission, it was carried out the :

- Review of the environmental and social aspects of the two programs: PAR4 and DEPOLMED.
- A visit to the South Melian WWTP whose extension project is underway within the framework of the "DEPOLMED" program.
- A training on the Principles of Environmental and Social Risk Management (MRESO) for projects financed by AFD, accompanied by a field visit (practical case) of the locality of Oued Zarga - Governorate of Beja whose sanitation works are planned at the level of PAR4.

Mr. Yazid Safi, the new director of the AFD accompanied by Mr. Louis Racine, chief of staff of his Excellency the French Ambassador, as well as representatives of the AFD Tunisia and executives of ONAS, made a field visit to the Souther Meliane wastewater treatment plant located in the governorate of Ben Arous whose rehabilitation and extension work will begin during the month of October 2020. 


The cost of this project is estimated at 136 million dinars. 


This project will adopt tertiary treatment as well as odor treatment in order to reduce the harmful impacts that the region is witnessing within the framework of the DEPOLMED project.

Within the framework of Wastewater treatment plants renovation & upgrading programme, a Co-financing Agreement was signed between The National Sanitation Utility “ONAS” , the German Development Bank “KFW” , The French Development Agency (AFD) and The European Commission. The agreement includes :

  • - 54.974 Million EURO loan from the German Development Bank.
  • 18.5 Million EURO loan from the French Development Agency
  • 8 million EURO grant from The European Community.

This project of extension and rehabilitation due to be implemented under the mechanism of the Neighbourhood Investment Facility (NIF).
