In view of the considerable quantitative development of sanitation facilities, a strategy has been designed to involve the private sector in matter of operation and maintenance of certain networks and wastewater treatment plants. Until 1997, these had, indeed, been operated exclusively by ONAS.
For the year 2008, the rate of participation of the private sector in operating the sanitation facilities has reached 12.5 %. The private sector  operated  a network of 1920 km, 11 wastewater treatment plants and 85 pumping stations.
By the end of the year 2009, about 2900 km of networks, 29 wastewater treatment plants and 155 pumping stations will have been transferred to private developers, thus raising the rate of participation to 20 %.

ONAS envisions to reach a rate of 30% of participation by private developers in operating the sanitation facilities by the end of the XIth National Economic and Social Development Plan (2011).
