Pursue the national effort of extension of sanitation services in urban environment and, more particularly, in the Governorates with connection rates below the national average rate;

 Pursue the national effort aimed at improving the living conditions of low-income citizens, and this, based on implementing a new bid-package of the National Programme of Sanitation of Popular Quarters;

 Extend the sanitation services to small towns, with a view to improving the citizens’ living conditions and safeguard of natural resources;

 Pursue the sanitation of population settlements in rural zones, with a view to improving the citizens’ living conditions and to being in line with the drinking water supply programmes, and this, based on the implementation of a new lot of  the rural sanitation programme concerning 15 rural localities with a population of over 4000 inhabitants  ;

 Improve the quality of treated wastewater based on the extension and upgrading of the wastewater treatment plants having reached a saturation state due to the country’s urban and economic growth;

 Rehabilitate and modernise the sanitation networks, with a view to keeping control over operation costs and enhancing the quality of the services provided to the client;

 Foster the participation of the private sector in the operation of sanitation infrastructures, as well as the implementation of BOT projects;

 Scale up the reuse of treated wastewater in the various fields of development, and transfer of this water from Greater Tunis and from the coastal zones to demand zones in order to reach a rate of treated wastewater reuse of 50% by 2014 instead of the current rate of 30% (Item 21 of the presidential  electoral programme 2009-2014) ;

 Implement an action plan for the management of the sludge produced by the wastewater treatment plants, as issuing from a study implemented during 2006-2007;

 Improve the management of industrial water, based on the implementation of an action plan comprising the construction of  10 wastewater treatment plants for industrial wastewater, like that of Ben Arous, in major industrial zones (Sfax, Utique, Grombalia, El Fejja, Enfidha, Monastir, Moknine, Bizerte, medjez el Bab.);

 Boost the efforts of control over energy consumption, and this, based on upgrading the current wastewater treatment systems and the development of wastewater treatment processes that are in line with energy efficiency;

 Optimise the output of the existing sanitation infrastructures, and this, based on the design of sanitation master plans as per Governorate or by watershed;

 Implement a “Spinning-off Programme” aimed at assisting ONAS staff in the setup of small enterprises in the field of sanitation, with a view to contributing in job creation especially in the following fields of activity:

- Operation of sanitation infrastructures;
- Execution of sanitation networks extension and rehabilitation works;
- Conducting of studies;
- Training and re-training of ONAS staff;
- Administration and services.

 Prevent  the degradation of the water quality of the Gulf of  Tunis by the transfer of the treated wastewater produced in the Greater Tunis to the country's inland zones where the reuse potential is significant.

 Raise the treatment capacity in Greater Tunis to make up for new treatment needs due to the large-scale investment  projects to be implemented in this zone .
