The construction of sanitation networks, including all such ancillary equipment as pumping stations, wastewater treatment plants and infrastructure, has required huge investments that were borne by the national community as a whole. Plain good sense requires that the citizen should contribute in the costs of such services. Indeed, ONAS undertakes to convey the wastewater and collect it via pipes, discharge it by pumping stations and treat it in wastewater treatment plants, which causes the single m3 to cost about 665 millimes (over 0.5 TND) of which the citizen contributes some 415 millimes, that is about 62 %. This cost is reckoned based on the drinking water quantities consumed.


What are the criteria of access to the services?

- providing possibility of connection;
- payment of the connection fee to ONAS services according to the relevant district.



Is the connection to the public network optional, or is it mandatory?

In the equipped zones serviced by ONAS, connection to the public sewerage network is mandatory, pursuant to Law N° 41 of the year 1993, unless there are any technical impediments or in the absence of network.


Does the connection of non-housing premises (commercial, industrial and crafts) to the public network require prior authorisation?

The connection of non-housing premises does not require prior authorisation; it is rather governed by the Terms and Conditions document. Therefore, the owner of the premises must sign the Terms and Conditions document which sets the conditions and modes of disposal of non-domestic wastewater, such as approved by the ordnance of the Minister of the Environment and Land Use Planning, dated 28 February 2002.

Also, the quality of the water envisaged for disposal must be compliant with the relevant Tunisian standards; accordingly, the owner of the premises must, if need be, construct a preliminary treatment facility. ONAS sets in the technical form attached to the Terms and Conditions document the flow rate that cannot be exceeded.


Is it possible to connect the basement to the public sewerage network?

It is not allowed to connect the basement to the public sewerage network based on the natural water flow slope such as used in connecting ordinary premises, and this in order to avoid flow-back and flooding of the basement in time of rain. However, it is possible to use pumping or to fix a plug to prevent water flow-back.

However, it is possible to resort to pumping or to provide a plug which prevents water flow-back.


What are the costs of connection to the public sewerage network?

The cost of connection amounts to 260 Tunisian Dinars (TND), for individual housing premises in ordinary locations, and to 130 TND, for popular housing, exclusive of the expenses pertaining in repair of the street pavement and municipal fees. In case of construction of a network for the first time, the network-side residents are required to contribute in the costs according to an estimate grid established by ONAS.

As regards non individual housing uses, there will be added to the connection fee a contribution towards the costs of the network, based on the length of the facings of the premises to be connected to the public sewerage network, their number and the number of storeys concerned.


What are the modes of payment of the connection fees?

This can be made according to two ways:

- either in full, by bank cheque or postal order, in one of the relevant districts or subscriber branches;
- or by instalments, via the water consumption bills over a time-period of a maximum of 8 years, including an interest rate of 7 %.


Do I have to pay for the services of unblocking the sewers?

This service is free of charge for ONAS subscribers in ONAS serviced zones and covers only those facilities located on public streets.


Does ONAS intervene in the internal networks of private premises?

ONAS does not intervene in such premises; its missions are confined, in this regard, exclusively to the maintenance and upkeep of public networks.


In case of a breakdown affecting the connection facilities (connection box and sewer), who is in charge of the repairs?

ONAS undertakes to repair this type of breakdown as long as it is proven that the breakdown is not due to the subscriber.


Can I connect my roof gutter to the internal network of my premises?

It is not allowed to dispose of storm water in the public sewerage network, which is often provided to receive wastewater exclusively.


Would it be possible to have the connection made by another party than ONAS?

ONAS may authorise the execution of such a connection by an authorised contractor and according to a plan to be approved by ONAS, under the following conditions:

- specifying this arrangement in the connection application;
- written commitment by the contractor to execute the works in compliance with the technical specifications;
- payment of the supervision fee, which is estimated as 10 % of the connection amount, exclusive of the costs pertaining in the network extension and repair of the street pavement;
- submission of a construction permit.


What are the time-periods required/ deadlines for service provision?

1. Ordinary connection

2. Connection requiring network extension
- Technical study : Two weeks
- Preparation of a statement of account : One week
- Execution of the works : One to three months


What are the documents required?

1. Housing premises

- fill out a dedicated ONAS form
- copy of the latest water bill
- receipt of payment of street pavement repair works, delivered by the relevant municipality
- construction permit, or authorisation by the relevant municipality, if need be

2. Non-housing premises

- sign a Terms and Conditions document
- supporting documents related to preliminary treatment, where applicable
- a file outlining the internal network
